Dear Citizens of the Confederation,
With shared dreams comes a shared goal. With that a shared responsibility.
That responsibility is within us all when we've accepted to become citizens of our confederation.
A responsibility to always exemplify what humanity should be at its best. To lead by example and to reject the temptation of purely personal gains, to focus on a shared prosperity, because we are all equal, no one gets left behind, and in the end we will be free because of our resolve to become the best that humanity has to offer.
This past quarter the Senate has validated again the will to pursue the dream of our founders when they decided to branch off from the UEE all these years ago.
In July/August the Senate identified that it was a moral imperative to pursue freedom of traversal mission to protect our spheres of influence.
In September we decided to investigate reports pointing to the vile clandestine actions of private enterprises hiding their misdeeds under the obfuscation of UEE bureaucracy and legal jurisdictions.
October's vote will deliver an agreement regarding fair trade amongst our citizens and the rights to bounty while in the service of our government and people.
This past quarter has been a great conclusion to my term. Indeed, after the conclusion of this October Senate session, it will be the culmination to my third term as your Chancellor and I could not be prouder of what we have achieved together.
Every month and year that goes by our Confederation grows, the energy is electric, and we are on the verge of everything coming together as it was foreseen so many years ago.
Looking to the future, I am without a doubt convinced of our success. I can neither confirm or deny if I will be running for another term, that is a duty reserved for Cabinet to announce.
But rest assured that my passion, heart and indeed soul is with all of you. In the deepest valleys, for equality, prosperity, and freedom.

Dinodel is from Turkey and runs a BMW repair and tuning shop with a friend.
Did a 6 month deployment to Syria as a mechanized infantry private back in 2023.
His favorite color is blue, so naturally the USC is a good fit! :)
Rising Phoenix has studied English for most of his life.
He has an academic and professional interest in creative writing, storytelling and literature and have a small side job of providing editor services and coaching for aspiring writers.
He volunteers a lot, 17 years and counting with the Red Cross for one, and I enjoy video games to a very deep degree, even if I end up playing them from a more immersive perspective than a gameplay one.
Wesmeister lives in the UK. and enjoys many games from MOBAS, Strategy, MMOs, FPS single player and multiplayer.
He first brought star citizen in 2017 and loved it but felt it needed more aspects and activities, so discovered the USC.
He does shift work, 12 hour days and nights, because his work is scheduled weeks in advance, planning and notice of any events should be easy.

Deewwwyy has a background in finance and data science. He loves Sci-fi and am naturally drawn towards Star Citizen. Currently has a lot of free time to play and fell back in love with the game. Additionally Dewwwyy has a strong interest in Sci-fi beyond star citizen.
Wyldwunn is artist and a designer, and started his first company while in college. Always a console kid, it wasn't until a few years ago he built his first computer. And slowly started getting into computer gaming.

Let's go! That is me! A brother in arms is down or captured, I'm the first to cock that gun and say "Why are we still here?"
But in the end I'm just me, and lonely adventurer, combat soldier, pilot, recon, and tactician and hopefully your friend.
Hosokawa (aka Jedrus) joined the USC ready to branch out to group play. In real life he is a stay at home dad of 2, army infantry vet (combat deployed), widower, and big time nerd.
Laura (aka Larafedil) is from Hungary, and has always been a huge fan of all things science fiction, fantasy and horror. Also since her first commodore 64 computer, has been gaming and possibly will continue that hobby as much as her free time allows.
Electro describe himself as an entrepreneur, UK based, is 34 years old, and a dad of 2. Used to be in Karmakut's milsim unit in Arma 3. Trained once a week, operations once a month.

Dusty (aka MrDust79 is from the UK and has gamed for many many years, across the full spectrum of games, everything from the original text based adventures on my BBC Acorn, right up to Star Citizen, to table top both mundane and TTRPG.
He plays for the release from the usual grind of worklife. Gaming is his source for relaxation and enjoyment when i do get time.

Operation Starforge

Our intelligence network has received a sudden spike in reports about imminent attacks to both Stanton and Pyro orchestrated by the group called Frontier Fighter (aka Slicers).
This terrorist organisation is currently under the Leadership of Amelia Boyd - who has been declared a priority target for USC forces.
Given the severity level of the threat assessment, we call all USC personnel to prepare to join OPERATION STARFORGE.
Operation STARFORGE will be a multi-phase / multi-week operation to investigate, contain and eradicate the Frontier Fighter threat.
Each week, new objectives will be released from the USC Mission Command and emergency funds will be distributed as rewards to citizens, who support the effort.
The weekly objectives will be made available, once new information has been uncovered and the ongoing objectives are completed.
All mission objectives, including deliverables and rewards will be tracked under mission-task-orders.

Day of the Vara is a holiday celebrated in the United Empire of Earth (UEE) annually on October 27th. The holiday involves public festivals adorned with decorations in black and green and private gatherings convened to remember and honor the dead.
Celebrants dress up as people who have passed away or in other costumes and swap scary stories, especially pertaining to mysterious incidents in space. It is seen by Humans as a day that gives equal weight to the joy of life and the macabre.

The origins of the IAE trace back to the desolate plains of Castor, within the Corel system. Audrey Timmerman, an avid spacecraft enthusiast, orchestrated the first assembly of likeminded pioneers for test flights and technical exchange. The origin of the word 'Sicsemtyr' comes from a famous Latin phrase "Sic Semper Tyrannis", which basically means: bad but just outcomes should or eventually will befall tyrants.
It's a protest towards tyranny in all its forms and perhaps a silent protest in particular towards the UEE, alluding to past frictions that ultimately led the USC to succeed from the empire.
This date is November 1st, but is usually held on the following weekend to allow most citizens the opportunity to participate. The weekend is marked by regional festivals, street food and parades that begin in the early morning till the early hours of the next.
Citizens usually wear clothes in shades of purple. Masks have been created for this occasion that resembles Venetian masks of the old earth but that covers only half of the wearer's face. These masks represent the duality of humans. Both representing the good and the bad that one can represent and the choices that everyone makes in their daily lives.
The 4th of December is the day where we pay homage to our lost civilization in the Oracle System.
After losing two worlds to the relentless onslaught of the Vanduul, It is at this date that Admiral Cornhover detonated a classified wormhole nullifier device, destroying the jump point leading to the Oracle system, forever saving the United Space Confederation, it's core governmental entities and it's citizens.
That distinguished act of valor saved millions of lives, allowing them to safely escape to Terra.
The selfless sacrifice of those whom were unfortunately still on the the other side are forever remembered and honored on this day.
This day is usually a solemn day marked by lighting 3 candles at night in front of a window, representing the three worlds we've lost and the people we've left behind.

Dear Citizens,
Due to unknown reasons, it would appear that our Prime Minister has been missing in action since August.
We do sincerely hope that he is well and hopefully it is nothing to worry about. Our thoughts are with him with wishes that he will return to us soon.
After several attempts to reach out to him via email and social media DMs with no replies, the leadership has decided on the following course of action.
In order to keep activity and momentum going as well as to capitalize on the remaining 3 months of the year which historically is one of the org's busiest in terms of activity, we have decided to appoint Happpie's co-candidate as interim Prime Minister to complete the current term till the end of this year.
Kain's nomination in interim has been unanimously voted by Cabinet and will henceforth take on the responsibilities of Prime Minister on top of his current duties as Director of Resettlement and Immigration.
Kain shall fulfil the role of PM until the 31st of Dec 2955 (2025).
On behalf of the Senate and Cabinet we wish Kain good luck with his new duties.

3Q2955 SENATE VOTES
March:
"The time has come yet again to revitalize our organization with fresh energy and momentum. We have an interesting election campaign ahead of us Ladies and Gentlemen!
In this voting campaign we are greeted not by only one candidate but 2! Yes citizens, 2 candidates have stepped forward and will be campaigning for your votes and trust.
Let me remind you all that the position of Prime Minister, although for a short duration has a very important role within our organization and within Cabinet.
Besides, providing accountability and transparency, the PM's role serves as a critical way for new ideas to be granted impetus and for new energy to be infused into the cabinet. This in order to keep it fresh and constantly active.
It is yet again my great honor to announce to you the results if this latest Prime Minister's election!
Before doing so however I want to thank both candidates for an honest and good campaign. It takes courage and dedication to the org to put yourself out there and run.
For that I salute you and your steadfast determination to the betterment of this organization that we all hold dear.
Both candidates had a different approach and platform that gave our citizen's much to think about which respective initiatives they would like to see prioritized.
Without any further ado, here are the results:
= With 26.5% Votes, Not counting abstentions, Senator @Kaïn (UTC+2) has shown a strong run with a platform that resonated with many of our citizens. However...
= With 73.5% of votes, not counting abstentions, Senator @Happpie will be the United Space Confederation's next Prime Minister as of Tomorrow, succeeding @Thomas "mojomonkey" Farrister in this very important role.
Happpie's terms as PM begins tomorrow and will last for a duration of 6 months, ending on the last day of the year, Dec 31st. 2955(2025)
I would also like to Thank @Farrister (StreamPC) for his role as peacemaker, impartial observer and arbitrator in the aftermath of the Boost incident. It's comforting to know that we can always benefit from the experience of our retired cabinet members when things get dicey and some extra help might be needed to "keep the ship on course".
So, Congratulations @Happpie on your nomination to Prime Minister Elect!

The astute among you might recognize a similar topic some time back in July 2951 in which we resolved to begin the foundations of a Standard Operating Procedure for planning so called "peacekeeping" Missions.
Missions that we will expand to also mean freedom of navigation missions.
I would like to quote the beginning statement of that past topic as I find it quite inspirational... (recognizing the irony of reflecting on my own words from a few years back...) So it goes:
"Of greatest endeavors, it is the ones that bring shape and manifest the values of a nation that are remembered and which forms it's character.
To ourselves we hold the USC's creed of Equality, Prosperity and Freedom deeply entrenched in our minds and in everything that we do, how we treat each other and how we operate.
So this month, we start this discussion with this question: "Isn't it time that others also know what we stand for?

Where we discussed if these missions should be done if at all less we expose ourselves too much to PVP groups before being ready....
The results of the past vote was to develop our internal procedures. I felt it might be a good time to re-visit the topic but with a more broad set of questions.
Since then much of our internal workings have been put in place and in light of recent PVP groups interfering with our activities and the willingness to build our PVP skills, It was thought perhaps a good idea to engage in "controlled" PVP where we go out looking for it in more "Bite sized" manageable sessions.
The goals of the mission would be to patrol specific areas in stanton and/or Pyro (perhaps regularly) and assist citizens of the verse when needed. Target those whom appear as enemies, with crime stats and that perform obvious acts of greifing. In essence, keep the area pleasurable and safe for everyone and by doing so building a reputation of being good Samaritans. We might even attract potential new members this way as well.
An overwhelming majority at 92.86% accept that the assets of criminals and Griefers are rightfully redistributable to the crews that helped put an end to the activities of said criminals as compensation and reward.
7.14% Did not indicate specifically where the reward should come from but simply that compensation is implied for risks taken and expenses.
These are the results this month.
Do be advised that I will be taking a summer holiday and will be away from my PCs for the next 3 weeks. It is uncertain if I will be able to publish a topic this month.
The drive to achieve and prosper takes many forms and to achieve the pinnacle of success and prosperity, private enterprise have at times embarked on activities that skirt the limits of morality. Under the obfuscations of legal protections afforded by the UEE, activities that would be considered serious crimes under USC law, go undiscovered and unpunished.
For instance the deeply troubling business practices employed by Hurston Dynamics has been a topic of interest to the Senate in the past. It's Employment practices that equating to indentured servitude, cut throat business tactics and utmost neglect of natural habitats and ecosystems have earned HD the right to be closely investigated by ONI. Although none of this official mind you. (See here: senate-voting )
In recent times, An other organization seems to be worthy of our attention. In an attempt to address the regen crisis, the UEE has greatly relaxed restrictions on Scientific research. This deregulation has permitted Associated Science Development (ASD), amongst other organization, to undertake morally questionable research...
Thus the question before you Senators is whether we should recognize that some Organizations under the umbrella of the UEE should be under investigation by the USC more directly or should these investigations be kept covert if at all. All this taking into consideration our current delicate diplomatic relations with the UEE.
Enquiring minds are feeling the thirst for the truth! And... Should the truth be requiring of it... then there shall also be Justice! Please find below the results of September's Senate Polls.
To Question 1 : Should we openly investigate UEE Private enterprises if the Senate have sufficient evidence pointing to illegal activities under USC law.
Our Citizens have voted 71.4% to keep our investigations covert and outside of public scrutiny. Our delicate and political situation with the UEE requires it yet we will not let our fragile nation state bow to the pressures and turn away from the very principles that makes the USC the USC. We shall uncover the truth regardless of what dangers and dark shadows we must delve into.
28.5% Of our citizens have mentioned that such investigations should take place in public enquiries, confronting these accused organizations openly. A nod to the integrity and honor our people hold. It is to be highlighted that combined with the result above, 100% of our citizens are of the opinion that investigations are required and we will not turn a blind eye to what is happening.
To Question 2: Which of the following UEE Enterprises be added/be kept in our scope of investigations. (Regardless if covert or public).
A strong push at 40% and 35% weight instructs ONI to prioritize Associated Science Development (ASD) and Hurston Dynamics in that order.
Other organizations were submitted for investigations however for the sake of keeping our limited resources focused on the main targets, we shall leave it at that... Although not enough to tilt the scales, there are some talk of possible statistical anomalies in the results brought about by the MES's Information Systems... Indeed we will need to review and see if indeed some of the outlying results are from valid vote ballots.

Greeting Citizens!
It's been an awesome quarter for group combat, once again spearheaded by our Director of Fleet Operations Maxwell Stiles.
Back in last quarter's newsletter we laid out a road map for content that would be coming up from the MSS, and for the most part that content was delivered.
We saw a lot of activity both in Stanton and Pyro, from curated events to ad hoc groups running contested zones.
In all of these instances the groups were respectful, well led, and effective. It's safe to say that we had some fun too, which in the end is the ultimate objective. Winning is fun, right?
This next quarter is going to see a new system come online, and with it will be new security challenges.
In our last newsletter we talked about integrating combat across several different branches. Though we're still in the early stages of this initiative we have seen some positive results.
With Nyx coming online in the next month it will be more important than ever to create an environment in which all of our ministries can work together towards common goals.
There will be new logistical security challenges, such as cargo and player trading that will be further iterated upon in game with the introduction of Levski 2.0.
Working to provide escorts for traders and haulers who are moving particularly sensitive goods while integrating useful intelligence to inform our planning will be a focus for integration with MIC and MES
With the new combined arms activities on the horizon we are still looking for someone to fill the position of Director for the Department of Marine Corps.
In general, interested applicants should have had citizenship status for at least a year, though exceptional service may find a way around this particular limitation. We are interested in talented individuals with ambition and the willingness to learn, the rest can be worked with.
There are currently many suitable candidates for this position within our organization. If you think you might be interested then please contact Twilly Frost so we can discuss your ideas for the role that can be presented to the Cabinet for approval.
This role is a content creation role, and you will be expected to create and participate in FPS content. The frequency and scale of such content can vary. Integration with Fleet Planning and other Ministries will also be intergal to the running of this department.
Knowledge and aptitude for group FPS combat and a working knowledge of FPS combat in Star Citizen is a requirement, but talented individuals can many times grow into a role if the desire is there. If this sounds like you, I encourage you to apply.
This has been a fantastic quarter for group combat within our organization, and it's a direct result of the citizens within our organization that show up and show out for these events. You have been terrific and we appreciate all of you.

Hello everyone!
While the game hasn’t had much content for large groups lately, we have still come together to have fun! From carrier operations, to combined arms operations.
And each time we get together we complete our objectives with great success. I am grateful to have so many amazing people to play a game with that we’re all so passionate for.
Most recently we invaded an onyx facility with a 20 person strong group and annihilated the Yormandi electric noodle and its companion, that was so much fun.
We also recently deployed a squadron of mostly fully crewed Paladins. Those things are a beast!
I am looking forward to the content that has been promised to us at citizencon direct, where we will need to coordinate large combined arms forces to get objectives done in what they called “Tactical Strike Groups”.
We have a lot to look forward to in 2026 with the upcoming NYX system and all that it has to offer. I see a lot of space combat events in our future!

Since our last newsletter, we in MIE and ONI tried to satisfy your urge of exploration and spec-ops related content and attempted to refine the planning process by adding a piece of light but engaging RP & stories to all our recent events.
The constantly great participation and interest from you all is truly appreciated and we want to thank everyone for their patience in case the server gods and Carrack glitches occasionally haunt our get-togethers.
Over the last months, we are gladly looking back on a couple of fun event memories with you all - for example from:
Operation Whisper Point, where we “escorted” an ASD scientist out of Farro IV data center,,
Operation Thunderbird, where we successfully killed the Apex Valakkar and were in turn killed by SC cheaters,,
Operation Ghostlight, where we explored the dangers and fascinating immersion of the Onyx Facilities,,
Operation Skyward Path, where we put a small carrack fleet to the test and enjoyed the longest distance travelled in a USC event till date (13.33 AU – from PT to Pyro IV and back!),
We are particularly excited to see many new great citizens, in MIE and other ministries, stepping up to create their own MIE-themed events and content – special shout out to RidgeSix and Bar aka Barrus here, but also to newcomers like EtowTheSaltyCat who bring a breath of fresh air into our USC and SC lore!
Looking ahead, we cannot express how thrilled we are by the thought of venturing out with all of you into Nyx so very soon!

Supported by the Ministry of Interstellar Commerce, you've probably been knocking out more hauling contracts than ever before. The revisited Argo Raft and Regen Crisis events have given us a lot of opportunities to get behind the stick and move tonnes of goods. But besides that the player market for top tier ship components and rare resources has been booming.
This has me looking forward to how we can carve out a piece of that market as the USC and become a reliable supplier of some of these goods. Until Org tools come into the game, our amazing members like Ehriqhck are using their tech magic skills to support us with tools like E.I.M.S. or our internal trading hub. And we can't forget about our external trade partners over at UEXCORP, who are opening up true Interstellar Commerce.

Greetings from our favourite support crew in MES,
While the Ministry has had a brief revival with the appearance of the RSI Apollo ship line, the impact from the Regen Crisis seems barely noticeable for medical personnel. Medgel shortages have inflated the market and the cost of revivals has gone through the roof but we still haven't seen any significant increase in medical beacons or rescue requests. This does leave Siren and her team enough room to support all of our troops in the field on the various operations and expeditions that the USC has been launching lately.
As for Engineering and crafting, it seems to be a waiting game but the recent leaks have reopened the Hopium valves and the future looks quite promising with Engineering T0 being actively developed, hopefully we'll see some of it appear in the PU in 2026. I for one can't wait to be putting out fires, replacing fuses, fixing components and running around like a headless chicken trying to keep your capital ships up and running in the heat of battle.
Unfortunately our Director of Engineering, Shaka, has to step down due to real life priorities. So I want to use these few last lines to wish him the best and thank him for his great ideas. hopefully he'll be able to return to us at some point to continue working on his vision for an integrated Rapid Response unit.

RSI Apollo Medivac & Apollo Triage Enter Service
After much anticipation, Roberts Space Industries has officially rolled out the RSI Apollo Medivac and RSI Apollo Triage to the civilian and organizational fleets across the ‘verse. These long-awaited medical ships, renowned for their versatility, efficiency, and field-ready design, have now made their way into USC’s expanding medical division.
While the Apollo-class vessels have formally entered service, our USC fleet has only just begun receiving the first units from the latest production run. Each ship is undergoing extensive inspection and outfitting to ensure compliance with both USC standards and RSI’s advanced medical protocols. From hull integrity checks to medbay calibration, our engineering and medical teams are leaving nothing to chance.
However, full operational readiness will require additional funding and logistical support. These new vessels are state-of-the-art but demand substantial resources to stock, maintain, and crew effectively. Efforts are currently underway to secure the appropriate funding and MedGel supplies needed to ensure each Apollo is fully mission-ready, from triage stabilization kits to emergency evac supplies with both Tier 1 and Tier 2 facilities available.
Until then, the Apollo Medivac and Apollo Triage stand as symbols of USC’s unwavering commitment to life-saving response across the stars. Their arrival marks the next step in our ongoing mission: to bring hope and healing to even the most remote frontiers.
While the above ships represent a significant enhancement to USC’s field of medical capability, it is important to note that current assets are not yet fully mission-ready, so it is with my firmest belief that we need to ensure our members have the necessary trauma impact readiness and necessary pharmaceuticals on hand for all ongoing missions. Personnel are advised to familiarize themselves with each medication’s properties and proper application.
Primary Function: Hemostatic and Revitalization Agent
Hemozal is the frontline compound for treating active hemorrhage and critical trauma. It stops bleeding, restores patient health to their current maximum threshold, and can revive those in incapacitated states when administered promptly. Due to its potency, dosage regulation is essential to prevent circulatory shock.
Primary Function: Neuromuscular Stabilizer
Designed to relieve muscle fatigue and concussion symptoms, Dexematrine is recommended for personnel suffering from blunt-force trauma or extended exertion in the field. It promotes neurological clarity and muscular recovery, allowing soldiers to regain operational focus rapidly.
Primary Function: Motor Function Support Agent
Roxaphen is utilized to alleviate impairments affecting limb movement, particularly from fractures, sprains, or deep tissue injury. It reduces localized pain and inflammation, improving the patient’s mobility and dexterity for short-term operational readiness.
Primary Function: Respiratory and Muscular Recovery Agent
Sterogen mitigates symptoms caused by chest trauma, muscular weakness, and respiratory distress. Often paired with oxygen therapy, it stabilizes breathing and restores muscle efficiency following blunt or concussive impacts to the torso.
Primary Function: Biochemical Detoxification Agent
Resurgera serves to reduce Blood Drug Level (BDL) accumulation and counteract symptoms of overdose or toxic shock. It should be administered under controlled conditions, particularly in cases of multiple stimulant or painkiller use.
Primary Function: Anti-Radiation Compound
Canoiodide is the designated treatment for radiation exposure and contamination symptoms. It binds to harmful isotopes and assists the body in purging them through natural metabolic processes. Repeated doses may be required depending on exposure severity.
Medical Division Advisory:
All Apollo-class Medivac and Triage vessels are to maintain an adequate stock of the above compounds as part of their emergency inventory. Field medics are reminded that drug interactions remain a primary cause of treatment failure, administer with precision, and log all dosages to the ship’s medical record system.

What a blast Quarter 3 has been! Right off the top: A HUGE "Thank You" to all of you, the membership, for making this quarter a stand out for the USC! Some of the highlights of just a few of the awesome events, contributions and shenanigans during this quarter:
Confederation Conference:
While the USC has been around for well over 10 years, we just had our 1st annual conference in game! It was great to see our leadership team all in one place, and made available to meet, greet and answer questions from membership. The feedback from the event's survey was very positive and encouraging and we're already looking forward to next year's Con Con.
As you may recall, we’ve spent a lot of time over the past years, strategizing and testing our Org’s organizational ideas. With the launching of our annual conference, your leadership team is now ready to operationalize and explain the strategic framework that will support the USC’s collective goals. Basically, Con Con was our official kick off.
If you haven’t yet, please check out the announcements thread on the USC Discord for the Con Con agenda notes and video, especially if you weren’t able to attend in the game.
Group Gameplay Creation:
As mentioned in the newsletter section above, the strategy of allowing members to create group gameplay content is gaining traction. 2955 has seen the most membership generated content creation we’ve seen to date.
USC Lore and Roleplay:
While the USC doesn’t impose role play, tying in the USC’s backstory with the storyline that CIG is developing is a great opportunity some of our members are leveraging for the eventual enjoyment of all members.
Etow the Salty Cat has published a tabloid paper titled: “The Citizen Compass”. He, and a couple of members have expressed interest in helping to update the USCs backstory.
We’re super excited to see this develop over the coming years as we get closer to the launch of 1.0.
