How would we execute together on that, bring that vision to life, and also more importantly keep it's vision alive in the turmoil of diverging priorities?
A vision at the mercy of a buggy game that has its own objectives shift, morph and sometimes simply lie still for months and years until suddenly it's features comes into being at sometimes, everyone's exhilaration and at other times, someone's disappointment.
Would this org look like the USC? Would it be a place that we all cherish, filled with people of like mind, impassioned to live their space lives emboldened with that feeling that you have someone that's got your back no matter what your profession is in the 'verse?

Golucky is excited to provide his support for org activities by supplying his fleet, improving his leadership competence, and serving in multiple roles.
Marius has a large family to look after, so when we gets the chance, he likes to relax in a game he can enjoy. One of his goals is to "build myself up and into different ships I can play with. Help others as needed and hopefully, one day, get more and more time free to play more in this nice looking game."
Referred by USC Wrong Dragon, Dances is in a 5 member friend group called 'The Brocaneers'.
He is Looking to help USC members with any job they need with different ships and hoping his friends will return to the game soon.
CHOAM is more of a "behind the scenes" type aka cargo, support, engineering, medical etc etc but will fulfill combat roles if needed or required.
An avid crafter, CHOAM explains his secret: "I tend to have some OCD tendencies when it comes to my precious cargo boxes lol. "
In the real world, GUPTE is a senior in a bachelor's program for aviation, specifically to become a Certified Flight Instructor. He currently holds a Private Pilot and Instrument ratings and is about to get both complex and high-performance endorsements.
GUPTE enjoys everything from mining to bounty hunting to just goofing around as a group.
"In reality, I am a simple Canadian who enjoys games and the idea of space and the ships as Sci-Fi like genres bring. I have played a lot of games in my time, not as much as some, though enjoy a social space where I can play with people and a community. I love role play aspects of things being a DnD nerd and coming from GmodRP (I will also admit I have ties there still but want to be active on star citizen as well to keep a healthy balance of time on each game to prevent burn out).
I want to explore what Star Citizen to the fullest and do multiple things within it be it the future base building aspects, exploration of Pyro, security of scrap crews or being the scrap crew and the list goes on. I love to try new things and go headfirst and learn to help advance my own skills and give back tenfold what is given to me."
RIDGESIX is a professor, PhD, and practices medicine in the US and just recently got into gaming.
He seeks to be part of a community that can support each other and enjoy playing together. He likes setting goals for ships that interest him and working towards buying them with in-game aUEC.
"I've built a strong little fleet doing this. Currently, I'm really into both ROC and Prospector mining, but also enjoy cargo runs. As a medical provider in real life, I hope to get more into medical or rescue type gameplay soon, too. "

Landscaper started a new job in Colorado this Spring.
I have a Master's in Landscape Architecture, but I don't practice from an office (I don't stamp plans). I work as a Construction Manager where I sell and manage the installation of Landscape Construction projects. So big projects like hospitals to smaller, high-end residential jobs.
My undergraduate degree is in Ornamental Horticulture & Landscape Design, and I'm currently working on a Project Manager certification.

Meta Events:
Events and contests that will roll on an annual schedule of four quarters.
Each quarter will be hosted by one of the Ministries listed below. They will introduce a theme and post various activities for members to participate in on the USC Discord:

Each quarter will have activities, events, and/or tasks that fall within the theme and gameplay of Star Citizen. Some events may be in the form of contests, in which members must participate in to earn ‘points’. For contests, all citizens can participate to earn points by participating in group gameplay activities. Points reset every quarter. Each activity may have different ranges of points that can be earned. Refer to the 'Events' channel on the USC Discord for more information.
USC In-Game Event
In conjunction with Confederacy Day, the purpose of this annual event is to create an activity for members to meet their leadership team, greet each other, network, listen to a few speeches, attend awards ceremonies and create friendly shenanigans in game.

The Griffins are the USC's premier demonstration flight squadron. They are in need of a couple more pilots to help keep the initiative afloat. Seats for both US (lead by Twilly Frost) and EU (lead by Farrister) time zones available.

The MSA is looking for video camerapersons and video editors.
As the patches and gameplay loops become developed and more stable, the MSA would like to begin hosting in-game org events and activities such as org meetups.
A few have stepped up, but we can always use more.

Each member of the org has access to the shared Google Drive where they can find interesting and important documents regarding the USC.

TIER I VOICE CHANNELS
The USC is a group content creation organization.
In Tier I channels, video and audio recording is generally understood to be something members can choose to opt out of since these channels are intended for casual and spontaneous group gameplay. In general, it is good practice (and good manners) for anyone looking to record a session in Tier I channels to please seek permission from others first. A good practice for making newcomers to the group aware of recording is to type "Recording in Progress" in the channel's descriptor.
TIER II AND TIER III CHANNELS
As we create a variety of content, it can be great to share video and audio more widely to the general Star Citizen community and to the public, and so recording of audio and visual in our channels can and will happen. Joining any voice channel, especially Tier II and Tier III, is implied consent to recording.
PLEASE KNOW THIS
We do not police recording. If you have concerns about being recorded, then the USC might not be a good fit for your gameplay preferences, especially if you enjoy speaking about non Star Citizen topics with other participants. We actually view recording as a powerful tool to protect the USC as a whole from bad actors and those that mean to cause harm and create drama.
Any member submitting a recording to the Cabinet as proof of drama creation, acts of division, harassment, spying or otherwise causing harm to the USC membership as a whole will be protected and their submissions kept private.
2Q2955 SENATE VOTES
March: Here are the results of the two Senate topics voted upon. Thanks to all whom have participated!
Topic 1 - Cargo Olympics:
On the subject of when to hold our official "Cargolympics"
The vote with 58% went in favor of holding them in July. Organization has already started on what is surely going to be an exciting competition!
Topic 2 - Navy Petition for Procurement (Collective Goal POC*):
On the subject of a broader group goal to assist Wikelo the collector so that the USC can acquire a Polaris class corvette.
An overwhelming 90% have voted in favor.
The Senate thus refers the matter to the Navy council to begin prepping execution plans. This marks the beginning of our first execution of the USC group goal process. Men and Women of the USC good luck! We salute you!

Twilly Frost
As events in the Persistent Universe heat up, the United Space Confederation and the MSS look to capitalize on the momentum generated from the expanding breadth of content being offered by CIG.
The security and combat arm of the United Space Confederation has gone through many iterations over the last decade.
From the very early days of dedicated wings (Omega Wing, represent) to the USCDF, DEFCOM, TRACOM, N-COAT, and many more that died on the vine, the USC has stiven to create a system that can be flexible for not just casual players and mil-sim sweaties, but for the ever-changing landscape of a game in alpha.
The MSS currently houses two distinct combat types: a civil police force, the Confederation Law Civil Protectorate, and the Citizen Militia, which is further broken down into two separate gameplay elements, FPS (Department of the Marine Corp) and ship combat (Office of Fleet Planning, Director Maxwell Stiles).
Gameplay elements for law enforcement are not fleshed out as of Q3 2025, so the main focus of the MSS is in providing content for the Citizen Militia.
Hardcore mission formats and organized high-level strategic operations are housed separately in the USC Navy.
So Far This Year…2025
Content Focused
This year has been all about creating gameplay content with combat focus.
Director Maxwell Stiles has hit the ground running, hosting events in the PU with an emphasis on using teamwork to complete complex objectives, such as the Hathor Mining Platform.
Behind the scenes the MSS and the USC have been gearing up for a refresh, brainstorming and parsing through what has worked in the past and what has not as we move forward.
2025 has seen Star Citizen pivot to Master Modes with an overall emphasis on slower ship to ship combat. Recent additions to gameplay such as all ship medical beds becoming respawn points and no equipped armor or weapons being lost on death have fundamentally changed how FPS is conducted.
The MSS has followed suit with less emphasis on hardcore gameplay for a more fun, organic approach to combat events.
Moving Forward - Our Mission in 2025
As we move forward in 2025 and beyond, the MSS has three main goals:
Generating content for combat focused gameplay
Filling vacant directors positions
Creating an organic, evolving approach to combat operations
The first goal is the easiest to implement. Director Stiles and I have both agreed to host at least one event per month each, starting in June 2025. This will ensure at the very least two combat focused events each month courtesy of the MSS.
The second goal of filling the vacant director positions is really a focus on filling out the FPS focused department, Department of Marine Corps. As mentioned previously there is very little gameplay to support a civil police force at this time. Interested applicants please contact Twilly Frost for an opportunity to share your time and talent making the USC a safer place one bullet at a time.
The third goal is the most nebulous, but perhaps the most important. Director Stiles and I have agreed that attempts to formalize the combat arm of the USC in the past have been more of a barrier to progress rather than a boon.
Moving forward the MSS will seek to implement standards through participation rather than certification. While posting a link to a comms etiquette Google sheet with 200 terms can be useful, it’s more helpful to create an event with push-to-talk so that people can observe the process in action and slowly become comfortable with the idea of stricter comms.
In this same manner all of our processes and preferences can be applied through organic means. Watching how an experienced FPS team clears a room or a fighter wing engages an unknown element is leaps and bounds more instructive than a spreadsheet or video tutorial. Participating in the process takes it to the next level.
It doesn’t have to be perfect, we’re in alpha. The meta will always change, best practices will evolve alongside tried and true methods.
This game is ever changing, so the MSS must change with it, and have fun in the process to encourage participation.

As Minister of Intelligence and Exploration, I’d like to start by saying this is shaping up to be a great year.
For many years, Exploration content has lagged behind more broadly appealing or foundational mechanics like shooting and cargo. The release of 4.0 was a huge milestone, and one that brought with it a renewed fervor for Exploration, and a new need for Intelligence. The release of Pyro brought so much to explore, and Citizens across all of the USC were hosting and participating in events to get out there and experience it.
This heightened activity brought with it some fresh new talent, and the Cabinet was happy to announce the first selection of a MIE Director, with the selection of Jichael Mackson as Director of the Office of Naval Intelligence.
We’ve had some outstanding events so far this year, such as a Pyro Exploration Events, a Scavenger Hunt Mission Task Order, a Newcomer Event (potentially a good recurring ACRE style event), a Stealth RP Infiltration Event, and a Stanton Retrospective (“the Secrets of Stanton”). There are many more to come, including some “special operations” that we can’t say any more about.
If anyone would like to help Jichael out with planning of ONI missions, or is passionate about stepping into a role with ACRE or OCS, please reach out!
With content like Hathor coming online, the role of recon and advanced scouts for large events is becoming all the more important…providing crucial intel on potential threats, both human and, more terrifyingly, corrupted servers.

ONI is the place for all you scouts, recon specialists & covert operatives out there, where we together strive to uphold the USC’s information advantage and therefore ensure its security.
Over the past months, we have had the opportunity to shape up and test more structured Recon gameplay, supporting larger USC events with coordinated intelligence, mission briefings and other activities.
While we are waiting for more on-theme gameloops to come online for ONI, we will keep prepared and continue to host further general exploration events across the verse as well as practice some “active reconnaissance” with a few PVP - infiltration events in the planning.

As Interim Minister of Interstellar Commerce, there are three main goals for this year that I’d like to realize.
Firstly create some unique, lore-driven content by hosting our own USC Cargolympics event where our Citizens can show off their hauling, box-stacking,freight elevator-loading and blockade running skills. This will definitely be a joint effort, month-long event and it may eventually grow into an inter-org competition if we’re successful.
Additionally, with crafting around the corner and more org-driven content being released where going solo is definitely a drawback, we are focusing our efforts in bringing our inventory management and stock-keeping processes to the next level. Until CIG grants us the necessary tools in-game to share resources, post internal orders and fulfil quota’s, we’ll be building an easy-to-use app for all these logistical needs. Thanks to the tech wizardry of Ehriqhck!
Last but not least my goal as interim Minister is to see the right people filling the open seats in our Ministry. People that love to trade, haul, track, collect, sport and travel. As the need for coordinated gameplay and shared goals grows, so should MIC!

Trade—like Star Citizen and like this org—has changed a lot. It’s become what I always hoped it would be: accessible, just like this organization is.
Here, it doesn’t matter whether you’re just starting out or have been doing this for years. Whether you have a single Aurora to your name or you're busy naming your third Idris, you can find a route—and a place—to call home.
Like trade itself, this org has been around for years. And like an oak in a storm, it's stood strong—steadfast and reliable—but also willing to adapt with the times.
I want to thank each and every one of you for making this org a good place to call home. I look forward to developing the Trade Office over the next year or so as new patches roll out and supporting the USC's efforts to create group gameplay. Let's get ready to have some fun!

While we wait for the new Engineering and Crafting game loops to roll into the game we sadly see the need for Medical roles dwindle with some new strategic directions that prefer a quicker return to the action over immersion, teamwork and specializations. I, however have full faith that CIG will keep iterating and find a way to make the game both fun and provide us with a spot for medical focused players on any excursion among the stars.
Yet our Ministry of Engineering and Support is holding strong with two of the three director positions filled and plenty of need for mined and salvaged resources, particularly for the new Wikelo missions.
Our main focus therefore should be in organizing ourselves for participating in Navy and Military operations by providing medical and engineering support as well as forging a better collaboration with the Ministry of Interstellar Commerce to get ready for large USC project, like building our very first “Wikelo” Polaris for the Org Fleet.

I’d like to establish something called an MMU, a Mobile Medical Unit that would convert the cutty red, the apollo and the galaxy into traveling trauma response teams. They would operate in high-traffic or high-risk areas like Jumptown, Orison events or even the Pyro border zones.
For rp, I think it would be cool to staff CHS medics in zones like Area18, Lorville and Babbage to offer ‘walk-in’ rp services for wound treatments, detox, counseling and implants.
We could also partner with security orgs for evac and protection. Develop some kind of system using in-game beacons, spectrum coordination or discord bot tools. I’d also like to adopt a tiered alert system like Code Blue, Red, Black, etc. for a more unified response network approach. This would also lend to emphasizing neutrality in conflicts, offering aid to any injured regardless of faction, aligning with real-world Red Cross philosophies - though this might be a no-go given we do not deal with criminal orgs.
Long Term Goals
I’d definitely like to see a proper hospital and/or med lab built on USC land claim, to develop research on alien pathogens, xeno-biology or cybernetic integrations. I’d like to hopefully have our team be at the forefront of Galactic Medical Tech with regenerative treatments using alien flora/fauna, cybernetic limb reconstruction and long-range med beacons for deep-space rescue. Maybe even establish a medical academy for medical rp further down the road, the “Confederated Institute of Medical Sciences” or CIMS with degrees in Emergency Care, Surgery, Xenomedicine and Ethics.
I’d also like to see long-haul expeditions deployed to fringe systems affected by Vanduul incursions, or outlaw occupied areas, or even environmental disasters. Delivering aid to refugees or disease-stricken settlements. This could possibly lend to bridging relationships with other factions or orgs, earning protective status through goodwill, or even provide peacekeeping conferences between feuding orgs.

Fleet Engineering Update: Q3 Focus
Supporting Shipborne Activities
The Fleet Engineer remains dedicated to supporting all shipborne activities for the USC Military and other ministries requiring engineering assistance while awaiting the implementation of engineering and crafting features.
Combat Engineer Branch Development
Plans are underway to develop a separate branch under the Fleet Engineer umbrella: the Combat Engineer. This branch will focus on:
Supporting friendly forces on the ground.
Limiting or halting enemy forces on the battlefield.
Increasing the survivability odds for friendly forces.
Upcoming Events and Training
To prepare for the launch of engineering and crafting capabilities, the following events are planned:

The USC has been rebranding for years. Now that it’s finished, we’re ready to move on from strategic planning to implementation.
Our new website has done a good job of explaining what we are to the Star Citizen community. These newsletters will tell you who we are.
Interested parties will be able to see insights on how we’re building a great Star Citizen organization.
With the release of this newsletter, the Ministry of State Affairs will launch initiatives that will showcase our achievements, celebrate our members, and showcase our future ideas.
One of these initiatives is the start of annual Confederation Conferences with the very first beginning in 3Q2955. Conference Cons will be a formal way for members to socialize, network, hear from and speak with the leadership team, align on collective goals and move forward with operationalizing our goals.
In addition to our revamped quarterly newsletters, which you're enjoying now, the MSA will begin publishing a 'Message of the Week' post on the USC Discord. The intention of these posts are to update the membership of all the many changes and updates the Leadership Team has implemented during the strategic realignment phase. We are now ready to operationalize the strategic plan and the annual conference, quarterly newsletters and weekly messages will aid in communicating effectively to the membership.
The MSA will continue to refine the application and onboarding process, with a renewed focus on bring new and old members up to speed on all of the recent updates and new processes and tools we have in place now. We have many openings for Minister and Director positions, and we are actively seeking qualified members to fill them.
We also plan on re-engaging the SC community through our social media channels.
Above all, we will continue to support and supply the tools our members need to create group gameplay content!

Coordinate with ONI to produce something like the “CIA World Factbook” for Star Citizen, with a biannual review of old entries.
Recommend organizations and alliances to the Cabinet to be reached out to for closer relations.
Recommend small family groups and single crews to reach out to bring under the USC umbrella.
Maintain a presence in any groups you are assigned to as the official USC Envoy.

The Office has processed 32 new recruits so far in 2025.
To date in 2025, 10 people have gained full citizenship.
The Office recently added all Directors to the voting pool that considers membership applications and helps address inconsistencies and clarify conflicting statements. The addition of Directors to the on-boarding process allows them to identify potential new members for their respective departments, and allows for an additional opportunity for transparency and new ideas.
We value and appreciate each Director as they have graciously dedicated their time to this important effort that ensures only quality applicants are invited to begin the 90 day trial.
